This is a South East coastal connecting Route between Vermilion City and Fushsia City. 
Seemingly a highway full of punk bike riders and wannabe thugs inhabit this Route preying on travelers.  Many are carrying common Flying type Pokémon and some others have a bunch of Poison types too. So pack a Psychic and Electric type and come clear them all out for some good EXP.
Also if you wish to save the fights for later you can actually avoid most of the Trainers line of sight. 
Near the long grass where Pokémon hide, you will need a Pokémon with Cut to access the long grass.  Theres a variety of Flying, Grass and Poison types found here
You cannot reach the waters edge to use any fishing rods here.
