Why is he the worst?  Because unlike Zapdos and Articuno, he never learns his type's best skill, although he does learn Sky Attack at Level 60.  Good stats, but you'll need to use '''TM 38''' to teach him Fire Blast to make him truly useful.  Also, Fire is a bit weak.
